Meanwhile, heavy rain is forecast across the region as the remnants of Tropical Storm Nicole move up the East Coast. The National Weather Service has issued a flood watch for Delaware through Oct. 1 at 4 p.m., and a high wind advisory through Sept. 30 at 8 p.m.

The National Weather Service forecast calls for 2-5 inches of rain, with "minor to moderate" flooding of streams and creeks.

A coastal flood advisory has also been issued for the high tide cycle starting Thursday afternoon, Sept. 30 for the coast, the Delaware Bay and tidal portions of the Delaware River.
