Smyrna Police charged a Dover man Tuesday with home improvement fraud of a Smyrna senior citizen.

On Oct. 19, Smyrna Police arrested Robert R. Elsey Jr., 41, of Chatham Court, Dover, at his residence, following a two-month investigation of a home improvement fraud case.

The victim, a 76-year-old Smyrna resident, complained to police that Elsey hadn't completed contracted work after the victim had paid more than $45,000 for the various projects.

In their investigation police found that Elsey had converted some of the project money paid to him for his own personal use and for use on other jobs.

Elsey was taken to the Smyrna Police Department where he was charged with home improvement fraud of a senior citizen. He was presented at Justice of the Peace Court 2 by video phone and was found to have five outstanding capiases.

He was committed to the James T. Vaughn Correctional Center northeast of Smyrna in default of a $13,350 bond to await another court appearance.
