  • Governor Jack Markell nominated Robert H. Surles to a position on the Court of Common Pleas and asked that Judge Charles W. Welch III be reappointed to the Court.
    Surles is nominated to fill the vacancy left by Judge Joseph F. Flickinger III who did not seek reappointment. Surles currently serves as a senior trial attorney in the New Castle County trial unit. He is a 22-year veteran of the Delaware Department of Justice and is also a Major in the Delaware Army National Guard, where he serves as Military Judge. Surles is a resident of Wilmington.
    Welch has served as a judge on the Court of Common Pleas since 2000. Before that he was an attorney at Brown, Shiels & Chasanov and a partner at Blade, Jones & Welch. He also served as state representative for the 29th District in the Delaware House of Representatives. A graduate of William Penn High School, the University of Delaware and Villanova University School of Law, he lives in Dover.
