  • Smyrna Town Council briefs from March 18 meeting

  • Smyrna Town Council reevaluated the demolition of the vacant property at 431-437 Smyrna-Clayton Boulevard at their March 18 council meeting. However, there were several other items up for discussion at the meeting.
    Food festival approved
    Council approved a motion to consider the 2013 Craft Beer, Wine & Food Festival a town-sanctioned event so the group putting on the festival can fall under the town's umbrella of liability insurance.
    The town will not be responsible for any financial aspects of the festival; the group is simply using the town's insurance. Town Manager Dave Hugg said a good example of another town-sanctioned event similar to the festival is the farmers market, which is a town-sanctioned event and requires all the vendors to have their own insurance.
    Joe Sheridan said the festival is a town event and gives back to the town, with proceeds going to a local charity. Last year money raised went to the Smyrna-Clayton July 4th Association.
    Councilwoman Regina Brown said the town should put procedures in place to deal with similar requests in the future. Several other council members agreed.
    "I was at the thing last year. It was an event that people came from all over the Delmarva Peninsula to Smyrna for the day. I think a lot of people had a lot of fun," Councilman Jeff Flairty said. "I think anytime people come forward and want to help with another event, I think we need to support them."
    Interim financing approved for police station expansion
    Council approved a resolution authorizing borrowing up to $4 million from PNC Bank to provide interim funding for the renovation and expansion of the Smyrna Police Department Building. The funding will carry over the costs of the project until the town's USDA loan or better funding comes through for the project. The resolution was approved 6-1, with Councilwoman Valerie White voting against the measure.
    Council approves resolutions for tax bills, assessment list
    Council passed a motion allowing the town to add additions such as liens to tax bills. They also passed a resolution to approve the posting of this year's assessment list. Council also set the date for property tax assessment appeals as Monday, April 15.
    Committee reports
    *Councilman Anthony DeFeo informed council that the Public Safety Committee voted unanimously to forward to the town lawyer an animal cruelty ordinance on tethering for further review.
    *Councilman Flairty told council that the Long Range Planning Committee is discussing the growth of the community and how the town will need to address certain areas of growth. Flairty said the committee hopes to have a presentation to council in June on how they would like to see the town grow.
    Page 2 of 2 - *Councilman Robert Johnson said the Utility Committee is continuing discussions on the increase in the town's trash disposal fee.
    *Councilwoman Joanne Masten informed council that Smyrna Downtown Renaissance Association donated $500 to the town's Shade Tree Commission to go towards putting more planters in downtown. Masten also said a local student who plans to study plant science in college has volunteered to be a member of the commission.
