Appointees bring Clayton Council back up to five members

Newly-appointed councilmen Wayne Stover and Robert L. Lightcap were sworn into office by Mayor Tom Horn at the Aug. 23 meeting of Clayton Town Council.

“Wow, we’re a full staff,” Horn exclaimed after the new councilmen took their seats.

At the previous meeting, council selected Stover and Lightcap to fill the two vacant council seats left open by the resignations of Bob Berghorn and Bob McGinnis.

After the swearing in ceremony, council wrapped up the election of its officers by naming Stover secretary, Lightcap treasurer, and Dave Letterman assistant treasurer. Horn was selected mayor and Alex Dias vice mayor at the July 12 meeting.

Council also decided which councilmen would serve on the various town committees, but Mayor Horn said the town is also looking for residents who would like to join the committees.

“Anyone who wants to get involved, just drop your name off at Town Hall,” he said.

Town gets recycling bins for free

Town Foreman Jeff Hurlock announced that Clayton has received 1,200 free recycling bins from the Delaware Solid Waste Authority.

The bins will be ready for the town to use when the state’s mandatory recycling program gets underway next year.

The DSWA offered the bins to Clayton at no cost, and the town was happy to take them.

Comment on Smyrna Ave. curb relocation

During public comments, resident Les Bartlett questioned council’s decision to pay for the removal of a recently built curb in front of the new townhouses on Smyrna Avenue.

At its July 12 meeting, council voted to have the curb moved back two feet and replaced with a roll curb at an estimated expense of $10,000 to the town.

Bartlett asked why the taxpayers were paying for the change.

“Why isn’t the builder absorbing the cost?” he asked.

Mayor Horn said the original curb met the plans when it was built.


Planning meeting cancelled

The Clayton planning and zoning commission’s Aug. 25 meeting has been cancelled due to a lack of agenda items.

The commission was set to continue its consideration of the subdivision plan for the Ovations development, but Town Foreman Jeff Hurlock announced on Monday night that the developer had asked for the item to be removed from the agenda for that meeting.
