The incident occurred around 11:30 a.m. on Wednesday, Dec. 28, when the owner of a residence in the 30000 block of Gull Point Road in Millsboro called 911 to report that a tenant was tied up in the garage. Upon arrival, police discovered that the 23-year-old male victim had been assaulted by two men that had initially stopped by the house and asked to rake leaves. When the suspects were informed that their services were not needed, one took his rake and struck the victim in the face, causing him to fall to the ground. The suspects then dragged the victim to the garage, where they zip-tied his hands and feet together before putting a knife to his neck and demanding to know where his "weed" was located. The suspects obtained the marijuana and fled in a black Mitsubishi Galant with New Jersey registration.

Information regarding the vehicle was broadcast over the radio and a Delaware State Police Trooper was able to conduct a traffic stop on the car on Oak Orchard Road. 20-year-old Miguel R. Velasquez and 21-year-old Kent A. Mautes, both of Edison, New Jersey, were taken into custody without incident. A search of their car yielded over 300 grams of marijuana. 

Velasquez and Mautes were charged with first-degree robbery, possession of a deadly weapon during the commission of a felony, second-degree assault, second-degree burglary, possession with intent to deliver a controlled substance (marijuana), aggravated menacing, second-degree conspiracy, terroristic threatening and possession of marijuana. Both were committed to Sussex Correctional Institution on $70,000 secured bond.

The victim was transported to an area hospital, where he was treated for non-life-threatening injuries and released.
