The possibility of a Royal Farms locating in Townsend was recently discussed at a Townsend Town Council meeting.

A new Royal Farms store may be coming to Townsend, bringing a gas station to town limits.

But the project faces hurdles. Royal Farms wants proof of high traffic volume in front of the store and the state Department of Transportation (DelDOT) wants a traffic study.

The subject came up during the July 5 Townsend town council meeting. Other matters discussed included a potential rental ordinance which applies to residential landlords.

Royal Farms is considering locating a store at the seven-acre Gambacorta Motors property at the corner of Summit Bridge Road and Main Street, across from Walgreens in Townsend, said Jim Willis, owner of the used car business.

Royal Farms wants proof that 20,000 vehicles a day pass the site, and Willis hopes the town will help pay for the traffic study, which DelDOT requires.

Willis is planning a self-storage building, which he would own, on the same site. Gambacorta Motors would relocate, he said.

At the meeting, he received a lukewarm response. Mayor Rudy Sutton asked why the town should pay for a traffic study. Willis said the study would benefit other businesses coming to the town. Council took no action and didn’t schedule a vote.

In other business, Councilwoman Lorraine Gorman updated the council on the proposed tenant ordinance. The town’s lawyer, Fred Townsend III, is reviewing a draft. “It’s all preliminary. It has to go through our attorney. It’s a work in progress,” Gorman said.

She described the general idea, which is common in other towns. The ordinance would require landlords renting residential property, whether it be a house or apartment, to obtain a rental license from the town.

The rental units would then be required to be inspected to make sure they are up to code, she said. The town has a code inspector.

The ordinance would have a “crime-free addendum,” which would prohibit illegal drug possession by a tenant, who would fill out a form to rent the property, she said.

Also Town Manager Dawson Green said the property tax bills should be sent out by the end of this month. The property tax is 26 cents per $100 assessed value, which hasn’t been raised in recent memory.

County government assesses the properties and provides a file used by Townsend’s software to generate the bills, Green said.

Townsend’s public meetings are on the first Wednesday of every month at 7:30 p.m. at Town Hall, 141 Main Street, Townsend. The next meeting is Aug. 2.
