“Unfortunately, the Republican tax reform plan fails the test on all four of those questions. According to the nonpartisan Congressional Budget Office (CBO), this plan would actually increase taxes on millions of Americans beginning next year—by 2019, Americans earning less than $30,000 a year will be worse off. By 2021, Americans earning less than $40,000 a year will be worse off. By 2027, most Americans earning less than $75,000 a year will be worse off," Carper said.
