Four arrests on Webbs Farm Road

The Delaware State Police Sussex County Drug Unit have concluded a month-long investigation in the Greenwood area with multiple arrests.

On Monday, June 11, at 6 a.m., multiple agencies executed a search warrant in the 10900 block of Webb Farm Road. During the search, police seized 21.01 grams of crack cocaine, 5.2 grams of powder cocaine, 66 bags of heroin (approximately .462 grams), $3,367 in suspected drug proceeds, a loaded .25 Caliber Boa semi-automatic handgun and various drug paraphernalia, including pipes and syringes.

The investigation found that 48-year-old Jeffrey Allen, of Greenwood, was distributing cocaine and heroin from the residence. The homeowner, 47-year-old Patrick J. Rafferty, also of Greenwood, was aware the drug distribution was occurring. 

In addition, 45-year-old Eric C. Howard, of Lincoln, was found to have conspired with Allen to complete a delivery of .4 grams of crack cocaine to 58-year-old Kenneth J. Passwaters, of Milford, just prior to the execution of the search warrant.

Jeffrey Allen was charged with possession with intent to deliver tier 4 crack cocaine, possession of a firearm by a person prohibited, possession with intent to deliver heroin, possession with intent to deliver cocaine, possession of cocaine tier 1, delivery of crack cocaine, second-degree conspiracy and possession of drug paraphernalia. He was committed to Sussex Correctional Institution on $83,500 secured bond.

Patrick Rafferty was charged with maintaining a drug property and possession of drug paraphernalia. He was later released on $2,500 unsecured bond.

Eric Howard was charged with delivery of crack cocaine and second-degree conspiracy. He was committed to Sussex Correctional Institution on $5,000 secured bond.

Kenneth Passwaters was charged with resisting arrest, possession of crack cocaine and possession of drug paraphernalia. He was given a $1,500 unsecured bond but was committed to Sussex Correctional Institution on unrelated capiases.

Two other suspects located in the residence, a 50-year-old Millsboro male of Millsboro and a 51-year-old Milford female of Milford, were issued a criminal summons for possession of drug paraphernalia.
