Carson: Finalizing state budget is a complicated procedure

Like a lot of people, I had the impression the budget process for our state was a relatively simple and short process. Now that I am sitting, as Representative of the 28th District, I’ve learned far more about the process. It’s more complicated than meets the eye.

Expenditures for next fiscal year, starting July 1 are actually discussed at the division level the previous September. The budget formulation starts in early fall, when agencies give their financial needs to their respective Department heads. They, in turn, give that information to the Office of Management and Budget, who along with the incumbent Governor review needs and programs, in consultation with the departments and divisions, to come up with a “Recommended Budget.” During this time, the Delaware Economic and Financial Advisory Council meets to give estimates of what the state can expect, in terms of revenue, for the next year. They meet, periodically in September, December, March, April, May and June, with the final monetary estimate given on the third Monday in June.

Based on requests, estimates, and needs, the recommended budget is given to the legislature and Joint Finance Committee. They, in turn, meet with Department and Division leaders to listen to their requests and ask questions regarding their needs. Judges, for example, they consider the people served, the number of employees it takes to serve them and performance measures, in deciding how much of the estimated money to allocate to the budget. The total may not exceed 98% of the estimated income for the state.

The Joint Finance Committee meets for six weeks, in spring, listening to Departments, Divisions and various special interest groups to determine what can, or can’t be included in the budget. The final budget is not prepared until after the last revenue estimates are given by DEFAC, so as to be as nearly matched with anticipated revenues as possible. A balanced budget must, by law, be passed on June 30.

Included in all of this, is the economy. And we all know it has been very, very difficult this year. With costs skyrocketing for everything from gasoline to gadgets and income stagnant or in decline in the housing, tourism and the financial world, it’s more difficult than ever to maintain the balance. For the uninitiated, it looks far easier than it is and I applaud my colleagues, and state agencies for their hard work in the process.
